Haryana Court orders immediate closure of Liquor Vend Named after Judicial Complex in Kharkhoda at Sonepat

Court of Sh. Vikrant, Civil Judge (Sr. Divn.) passed an ad-interim injunction restraining the operation of a liquor vend controversially named “Court Complex Liquor Vend” situated in front of the Judicial Court Complex, Kharkhoda. The order was passed in a civil suit filed by the Bar Association, Kharkhoda, against the State of Haryana and other officials under Section 91 of the CPC to prevent public nuisance.

The plaintiff alleged that the establishment of the liquor vend outside the court complex has led to public drinking, nuisance by intoxicated persons, unsanitary conditions, and the illegal parking of food carts and handcarts, thereby compromising the dignity and sanctity of the judiciary.

The Court expressed strong disapproval of naming a liquor shop after the court complex, stating it was “disparaging to the institution of administration of justice.” During proceedings, it was revealed that the vend was being run without valid documentation at the site, in violation of the Excise and Taxation policy. The local commissioner’s inspection confirmed the absence of required licenses and site plan documents.

Further, the Municipal Committee had not approved the site, nor were development charges paid. The Excise Officer admitted that the vend’s operation breached policy norms.

Accordingly, the Court restrained the liquor vend from operating with immediate effect and directed the SDM and Municipal Committee to ensure enforcement. A report on policy violation, opening of liquor vend in front of Judicial Court and the inappropriate naming of the vend is to be submitted by July 21, 2025.
