Amitabh Kant and Delhi LG VK Saxena Discuss Bold Governance Reforms, Urban Renewal, and India’s Global Vision in Exclusive Interview

In a rare and thought-provoking conversation hosted by The Indian Express, Delhi Lieutenant Governor Vinai Kumar Saxena and India’s G20 Sherpa and former NITI Aayog CEO Amitabh Kant came together to share insights on governance, policy reforms, urban renewal, and India’s evolving global presence. The event was hosted by Advocate Kartik Seth and Taj Chambers under the aegis of Indian Express.

The discussion offered a window into the minds of two senior public figures who have played a pivotal role in shaping India’s domestic and international narratives.

One of the key highlights of the conversation was the announcement of major reforms to Delhi’s licensing regime for restaurants. LG Saxena revealed that the requirement of police licenses for opening restaurants in the capital has been eliminated. In addition, licenses issued by the Municipal Corporation of Delhi (MCD) for restaurants have also been scrapped, in a move aimed at reducing bureaucratic hurdles. “We are removing the licensing system altogether. For ease of doing business, people shouldn’t come to the government; the government should go to the people,” said Saxena, underscoring the administration’s commitment to simplifying governance and encouraging entrepreneurship.

Amitabh Kant, a long-standing advocate of economic reforms, welcomed the move and emphasized the need to make Delhi a globally competitive hospitality destination. “Delhi should have top-class restaurants. It’s time to remove these legacy processes if we want to compete with global cities,” he said. He also called for further rationalization of processes that continue to hold back India’s service and tourism potential.

In another progressive announcement, LG Saxena confirmed that women employees will now be allowed to work night shifts only after giving their explicit consent. This policy change is designed to protect the rights and safety of women in the workplace while expanding employment opportunities.

The conversation also touched upon the broader leadership journeys of both men. Amitabh Kant reflected on his transition from public service after nearly five decades, having led landmark initiatives like Make in India, Incredible India, and God’s Own Country.

“I felt it was time to reinvent myself in the world of free enterprise,”

Kant remarked, adding that he had worked at every level from state to central government and felt fulfilled by his contributions. In contrast, LG Saxena affirmed that his journey in government continues, with a focus on progress, creativity, and impact.

“For me, there’s no transition only growth,” he said.

Both leaders expressed optimism about India’s future, emphasizing the importance of inclusive development, modern infrastructure, and visionary governance. They spoke of the need to build systems that are efficient, transparent, and people-centric. The conversation also touched on India’s rising global stature, particularly in the context of its G20 presidency and increasing diplomatic influence.
