Monsoon Session 2025 Begins: Parliament to take up 15 Key Bills Including Tax, Mining, Education, and Maritime Reforms

The Monsoon Session of Parliament commenced today and will continue until August 21, 2025, with 21 sittings scheduled. According to the PRS Legislative Research’s Session Alert, Parliament will consider and pass seven pending Bills, and also take up eight new Bills for introduction, consideration, and passage.

Bills Listed for Introduction, Consideration, and Passing (8 Bills)

Finance / Commerce:

  1. The Manipur Goods and Services Tax (Amendment) Bill, 2025 – To amend the Manipur GST Act, 2017.

  2. The Taxation Laws (Amendment) Bill, 2025 – To amend various tax laws.

  3. The Jan Vishwas (Amendment of Provisions) Bill, 2025 – To promote ease of doing business by decriminalizing minor offences.

Education:
4. The Indian Institutes of Management (Amendment) Bill, 2025 – To include IIM Guwahati under the Indian Institutes of Management Act, 2017.

Culture:
5. The Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025 – For declaration and preservation of geoheritage sites and relics.

Mines:
6. The Mines and Minerals (Development and Regulation) Amendment Bill, 2025 – To enable recovery of critical minerals and expand the National Mineral Exploration Trust’s scope.

Sports:
7. The National Sports Governance Bill, 2025 – To regulate sports federations and protect sportspersons’ interests.
8. The National Anti-Doping (Amendment) Bill, 2025 – To align Indian law with WADA Code and strengthen the independence of the Anti-Doping Appeal Panel.

Finance:

  1. The Income Tax Bill, 2025 – To replace the Income Tax Act, 1961 and simplify its language and structure.

Home Affairs:
2. The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 – To reserve seats for Scheduled Tribes in the Goa Legislative Assembly.

Shipping and Maritime:
3. The Indian Ports Bill, 2025 – To replace the 1908 Act and create modern regulatory bodies for ports.
4. The Merchant Shipping Bill, 2024 – To overhaul provisions on ship registration, maritime training, and pollution control.
5. The Coastal Shipping Bill, 2024 – To regulate coastal trade vessels.
6. The Carriage of Goods by Sea Bill, 2024 – To update legal provisions related to sea transport of goods.
7. The Bills of Lading Bill, 2024 – To revise the legal framework for bills of lading, maintaining evidentiary functions.
