Delhi High Court Issues Notice on Plea Against Suspension of Ramanujan College Principal

The Delhi High Court has issued notice on a writ petition filed by Prof. Rasal Singh, Principal of Ramanujan College, challenging his suspension order dated 18 September 2025. The plea alleges that the suspension, approved by the Vice-Chancellor of Delhi University and passed by the Governing Body of the College, is arbitrary, mala fide, and violative of the Sexual Harassment of Women at Workplace (PoSH) Act, 2013, as well as UGC Regulations, 2015.

Prof. Singh contends that the action was based on informal and time-barred complaints filed by certain faculty members, primarily after the rejection of a promotion application due to incomplete documentation.The complaint came exactly a day after the promotion list was published.He argues that the complaints did not fall within the statutory definition of sexual harassment and that the inquiry was conducted by an ad hoc committee without jurisdiction and the members of the ad hoc committee are also the same as that of the governing body this wearing dual hats, bypassing the mandatory Internal Complaints Committee (ICC). The petition asserts denial of natural justice, illegal suspension,double jeopardy due to parallel proceedings, and infringement of fundamental rights under Articles 14 and 21 of the Constitution.

Senior Advocate Geeta Luthra appeared for Prof. Singh, pressing for an interim stay on the suspension order.Matter is returnable on 26th September. The petition has been filed through Advocates Lakshay Saini, Prashanshika Thakur, and Shalini Singh,Jayita Verma

The High Court has sought responses from the University of Delhi and the College Governing Body on the maintainability of the suspension and the legality of the inquiry process.
