On 25 June 2025, the Ministry of Civil Aviation notified the Radio Telephone Operator (Restricted) Certificate and Licence Rules, 2025 under the Bharatiya Vayuyan Adhiniyam, 2024.
The rules standardize eligibility, examination, and licensing processes for individuals operating aircraft radiotelephony equipment. Applicants must be at least 16 years old, Class 10 qualified, and pass both written and practical exams, unless exempted under specific categories. The certificate remains valid until the age of 80, with possible extensions.
The rules also introduce appeal and compounding mechanisms, while preserving licences granted under earlier regimes.
