In a detailed press release dated 29 June 2025, the Bar Council of India (BCI) strongly criticized the Society of Indian Law Firms (SILF), questioning its representative legitimacy and accusing it of obstructing progressive legal reforms. The BCI stated that SILF represents less than 2% of Indian law firms and operates more like an elite club than a democratic body.
The statement refutes SILF’s claims opposing the BCI’s 2025 amended Rules for Registration and Regulation of Foreign Lawyers and Foreign Law Firms, which allow foreign lawyers to advise on non-litigious international law matters while explicitly prohibiting them from practicing Indian law or appearing in courts. The BCI emphasized that these rules are in line with global standards and constitutional mandates.
The BCI accused SILF of monopolizing corporate legal work, resisting liberalization for decades, and spreading misinformation for self-interest. It also warned that SILF’s conduct may amount to professional misconduct under BCI rules, and disciplinary action including removal from the roll of Advocates may follow if necessary.
Highlighting its inclusive approach, BCI reiterated its commitment to empower small and mid-sized law firms, and to modernize India’s legal sector by integrating it with global practices. The deadline for law firms to submit their views has been extended by 30 days, and a national meeting is planned in Mumbai before any final decisions are made.
