Delhi HC Clears Path for FMGE Aspirant; Accepts NTA Affidavit as NEET-UG Scorecard

The Delhi High Court has directed the National Board of Examinations in Medical Sciences (NBEMS) to treat the affidavit filed by the National Testing Agency (NTA), along with the Court’s order, as the NEET-UG 2019 scorecard of a medical graduate, thereby enabling her to appear in the Foreign Medical Graduate Examination (FMGE) December 2025 session.

Justice Sachin Datta, sitting as Vacation Judge, passed the order while disposing of a writ petition filed by a candidate who was unable to furnish her physical NEET-UG 2019 scorecard, a mandatory requirement for FMGE registration. The petitioner sought urgent directions to allow her FMGE application to be processed and to issue her admit card without insisting on the physical scorecard.

During the hearing, the Court took note of an affidavit filed by the NTA, which placed on record the petitioner’s complete NEET-UG 2019 details, including application number, roll number, category, marks obtained, percentile, rank, and qualification status. The affidavit confirmed that the petitioner had secured 472 marks with a percentile of 95.21 and had qualified the examination.

The Court also relied upon earlier orders passed by coordinate Benches in similar matters, where NBEMS had been directed to treat court orders and NTA affidavits as substitute scorecards for the purposes of FMGE. Observing that there was no reason to deny similar relief, Justice Datta directed NBEMS to treat the NTA affidavit together with the present order as the petitioner’s NEET-UG 2019 scorecard for all relevant purposes, including the December 2025 FMGE session and future FMGE examinations.

Accordingly, the application as well as the writ petition were disposed of, and the date earlier fixed for further hearing was cancelled. The Court clarified that the order would suffice as compliance with the pre-condition of furnishing the NEET scorecard.
