“Arena Which is the Preserve of the Police”: Delhi HC Rejects Plea for Public Access to Police CCTV Feeds

Save India Foundation vs Government of NCT of Delhi and Ors. [Order dated 15 October 2025]

The Delhi High Court dismissed a PIL seeking directions to Delhi Police and the Delhi Government to publicly share real‑time CCTV feeds from cameras installed across the city.

The petitioner, Save India Foundation (Regd.), had sought an order mandating the Delhi Police to upload CCTV camera footage online for citizens to monitor public spaces and ensure policing transparency. It claimed such public access would deter crimes and enhance accountability.

The Delhi Police and the Delhi Government opposed the plea, arguing that public access would endanger privacy, compromise investigations, and violate data‑security norms.

The Bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela held that giving individuals or organizations access to real‑time police surveillance would allow them to “enter an arena reserved for the police.”

Having found no violation of any constitutional or statutory right, the PIL and all pending applications were dismissed.
