Kerala High Court Notes Bar Council’s Interim Nod for Transgender Reservation in Law Colleges

Esai Clara v. State of Kerala, [Decided on 6.10.2025]

Transgender Reservation Law Colleges

The Kerala High Court welcomed the Bar Council of India’s (BCI) decision to grant interim approval for two supernumerary seats for transgender students in both the three-year LL.B. and five-year integrated LL.B. programmes across all law colleges in the state for the academic year 2025–26.

Justice V.G. Arun, hearing a plea filed by a 22-year-old transgender applicant from Kozhikode, seeking reservation under the transgender category in admissions to the Government Law College, Kozhikode, noted that the move came in compliance with the Court’s earlier direction dated October 24, 2025.

The Court recorded that the Government of Kerala had proposed the inclusion, which has now been accepted by the BCI under its powers relating to standards of legal education. The University has been directed to grant necessary approval for the newly created supernumerary seats.

The matter has been posted for further hearing on November 7, 2025.
