The Kerala High Court has issued a set of comprehensive directives regarding media videography at Sabarimala Sannidhanam, following a suo motu Sabarimala Special Commissioner Report (SSCR No. 2 of 2025). The report highlighted instances of unauthorized video recording at the sacred Sopanam area, including one by a temporary employee during Harivarasanam on January 2, 2025, and by press photographers during the Thanka Anki procession on December 25, 2024.
A Division Bench comprising Justices Anil K. Narendran and Muralee Krishna S., in an order dated June 13, 2025, directed the Travancore Devaswom Board (TDB) to take an informed decision on videography in Melethirumuttam and near the Sanctum Sanctorum. The Court emphasized that this must be done in consultation with the Tantri of the Sabarimala temple, followed by a joint meeting involving the Devaswom Commissioner and the Chief Police Coordinator. The outcome is to be placed before the Division Bench along with the Special Commissioner’s report.
Key directives issued include:
Total ban on use of helicams by media persons within the Sabarimala Special Security Zone under Section 83(1) and (2) of the Kerala Police Act, 2011. Police surveillance via helicam for crowd control is permitted.
Tripods and camera equipment shall not be installed on the railings of the Sopanam enclosure. Media may set up equipment for Makarajyothi live telecast only at approved locations, with prior consent of TDB and police.
TDB and police must ensure videography in approved areas does not inconvenience pilgrims.
Media personnel must strictly comply with identity card issuance procedures outlined in previous court orders (SSCR Nos. 19 & 80 of 2024).
Media stay at Sabarimala must follow the court-sanctioned guidelines regarding accreditation and accommodation to ensure security and equitable access.
The Court underscored the significance of maintaining sanctity and order during the Mandala-Makaravilakku festival season, given the high pilgrim footfall and sensitive religious atmosphere. The proceedings were initiated based on a report filed by the Special Commissioner, Sabarimala, after discovering mobile phone videography and unauthorized media conduct at restricted zones in the temple complex.
