NHRC Takes Suo Motu Cognizance of Daryaganj Building Collapse, Seeks Report on Death of Three Labourers

The National Human Rights Commission (NHRC), India, has taken suo motu cognizance of media reports about the death of three migrant labourers from Bihar in a building collapse in Delhi’s Daryaganj area on August 20, 2025. The Commission observed that the reported facts raise serious concerns of human rights violations involving the right to life and safe working conditions.

Accordingly, the NHRC has issued notices to the Chief Secretary, Government of NCT of Delhi, the Commissioner of the Municipal Corporation of Delhi (MCD), and the Deputy Commissioner of Police, Central Delhi, directing them to submit a detailed report within two weeks.

As per the news report dated August 21, 2025, nearly 15 labourers were at the site when a portion of the under-construction four-storey building collapsed. While several narrowly escaped, three workers tragically lost their lives. Police have registered a case against the building owner and the contractor in connection with the incident.

The Commission said the incident, if confirmed, indicates negligence on part of authorities responsible for ensuring safety standards at construction sites, and highlights the vulnerability of migrant workers who often work in hazardous conditions without adequate protection. The NHRC has sought details regarding the cause of the collapse, accountability of those responsible, relief and rehabilitation for the victims’ families, and measures being taken to prevent recurrence of such tragedies.
