The National Human Rights Commission (NHRC), India has taken suo motu cognizance of media reports regarding two tragic incidents involving the drowning of minor boys in public spaces in Delhi and Greater Noida (Gautam Budh Nagar) on 7th July 2025.
In the Delhi incident, a 4-year-old boy reportedly fell into an open drain in the Mahendra Park area of North-West Delhi and lost his life. Media reports highlight that similar fatalities due to open drains and manholes have occurred across the National Capital in recent times.
In the Greater Noida case, a 6-year-old boy drowned in a water body inside a public park. Despite prior complaints from local residents about waterlogging in the fountain area, no preventive action was allegedly taken by the Greater Noida Development Authority (GNDA).
Observing that the reported facts raise serious concerns over possible violations of human rights, the Commission has sought detailed responses from the authorities concerned. In the Delhi incident, notices have been issued to the Chief Secretary, Commissioner of Police, and Commissioner of the Municipal Corporation of Delhi, requiring a report within two weeks.
Similarly, in the Greater Noida case, notices have been issued to the Chairman, GNDA, and the Commissioner of Police, Gautam Budh Nagar, calling for a detailed report within two weeks.
