The Rohini Court Bar Association has written to the Principal District & Sessions Judge, North-West Delhi, urging the immediate transfer of several Nayab Courts that have remained posted in the same courts for more than three years contrary to clear directions of the Hon’ble Delhi High Court.
In its representation dated 15 November 2025, the Association highlights multiple complaints from advocates alleging that certain Nayab Courts in Rohini District Courts are acting as intermediaries or touts for litigants. The letter states that some officials are allegedly attempting to secure cases for themselves or directing litigants to specific advocates in exchange for commission, resulting in the concentration of litigation and unfair distribution of work.
Referring to the Birender Sangwan v. Delhi Police Commissioner along with earlier instructions dated 25 June 2017, the Association emphasises that no Nayab Court should remain posted in the same court or with the same judicial officer for more than one tenure, and in no case beyond three years.
Despite these binding directions, the Association notes that several Nayab Courts have continued in the same postings for many years. The Executive Committee reports having raised the issue multiple times, with limited corrective action taken so far.
The Association has requested immediate intervention to dismantle entrenched nexuses and ensure compliance with the High Court’s directives. It seeks swift administrative steps to reassign Nayab Courts currently overstaying their tenure and to restore fairness and transparency in case allocation within Rohini Courts.
