The Supreme Court, while hearing its suo motu case on custodial violence and the absence of functional CCTV cameras in police stations, strongly criticised several States and the Union Government for failing to file compliance affidavits despite clear directions.
A Bench of Justices Vikram Nath and Sandeep Mehta noted that only 11 States had responded to the queries raised earlier, prompting sharp remarks from the Court. Highlighting the urgency, he noted 11 custodial deaths in Rajasthan in eight months, calling it a blot on the system and stressing that such incidents cannot be tolerated.
Justice Mehta observed that while CCTVs can sometimes be counterproductive for policing, the Court’s judgment mandates their installation. The Bench also discussed open-air prisons, with Justice Mehta citing Gujarat’s model where inmates operate stores, and Justice Nath noting that such facilities could ease overcrowding and reduce financial burdens.
The Court granted 3 weeks time to the States who have not filed. The matter has been listed for December 16.
