The Ministry of Road Transport and Highways has notified the National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2026, introducing revised provisions for toll payments at fee plazas.
Under the amendment, vehicles entering toll plazas without a FASTag or with a non-functional FASTag, but opting to pay via Unified Payments Interface (UPI), will now be required to pay 1.25 times the applicable user fee.
The notification clarifies that this provision substitutes sub-rule (3A) of Rule 6 under the 2008 Rules. An illustration appended to the notification explains that if the standard toll fee for a vehicle category is ₹100, such users will be required to pay ₹125 when paying through UPI without a valid FASTag.
Further, the rules provide that if the vehicle owner or driver does not opt for payment through the prescribed method, action will be taken in accordance with Rule 14, which governs enforcement measures.
The amended rules will come into force from April 10, 2026
