The Kerala High Court has appointed former Justice V. G. Arun as Chairman of the High Power Committee overseeing the implementation of the Sabarimala Master Plan, following the demise of former Chairman Justice S. Siri Jagan.
The Bench of Justice Raja Vijayaraghavan V. and Justice K.V. Jayakumar noted that the Master Plan, aimed at ensuring pilgrim safety, infrastructure development, and environmental protection, has seen partial implementation but continues to face gaps, including incomplete projects and a lack of structured, time-bound execution. It emphasised that the absence of a Chairman had rendered the Committee unable to function effectively, necessitating urgent appointment to ensure continuity.
The Court further directed the High Power Committee to take into account the issues identified in the suo motu proceedings concerning Sabarimala management and to ensure that implementation remains structured and aligned with the Master Plan framework. It emphasised that decision-making must avoid duplication of roles and maintain coherence with the objectives of the Plan. The Court also clarified that the Committee is not restricted to periodic reporting and may approach the Court whenever necessary for effective discharge of its functions.
The following are the key roles and responsibilities of the Chairman as highlighted by the Court:
- Acts as the vital link between the Court, State Government, and Travancore Devaswom Board & resolves inter-departmental issues
- Responsible for ensuring time-bound and result-oriented implementation of the Master Plan
- Identifies priority works for execution
- Ensures phased implementation based on available resources
- Maintains continuous oversight over all developmental activities
- Ensures financial discipline and transparency in use of public funds
- Consider broader issues such as crowd management, infrastructure, and environmental compliance.
- Safeguards the ecological balance, including protection of flora and fauna in the Periyar Tiger Reserve and Western Ghats
The Court also highlighted the need for preparing detailed project reports and a time-bound action plan, noting that deviations from the Master Plan framework could undermine its objectives. The proceedings were accordingly closed with directions to ensure effective and coordinated execution of the Plan.
