NGT Finds Sealing of Illegal Borewells in Delhi to be Improper; Directs SDM to File Report After Shutting Borewells with Concrete

Sh. Rishi Jindal v. Delhi Pollution Control Committee & Ors. [Decided on 20-02-2026]

NGT on illegal borewell sealing

In an execution application filed before the Principal Bench of the National Green Tribunal at New Delhi seeking compliance of an order passed on 28-01-2025 regarding the illegal operation of certain borewells in Delhi, a Bench of Justice Prakash Shrivastava (Chairperson) and Dr. Afroz Ahmad (Expert Member) took note of the improper sealing of the borewells and directed the Sub-Divisional Magistrate (SDM), Model Town to file a report regarding proper sealing within three weeks.

By the said order, NGT permitted the applicant to file a detailed representation disclosing various complaints made by him as well as the details of the communications sent by the DJB to the SDM after finding the borewells to be illegal. The SDM was also directed to take appropriate action within four weeks.

In the present proceedings, SDM, Civil Lines, SDM, Sarswati Vihar, and SDM, Model Town had submitted that certain borewells had been sealed. However, the NGT found that the photographs presented revealed that the sealing was improper and that the borewells could be operated very conveniently without removing the seal.

To this, the SDM, Model Town, submitted that the submersible pump would be removed and the borewells would be sealed with concrete within two weeks. Thus, the NGT directed SDM, Model Town, to file a report regarding the same within three weeks.

The matter is now listed on 01-04-2026.
