NGT Issues Notice on Jhansi Master Plan Allegations; Questions Conversion of Reserved Green Area to Residential Use

Jhansi Master Plan

The National Green Tribunal’s Principal Bench in New Delhi, led by Chairperson Justice Prakash Shrivastava and Expert Member Dr. Afroz Ahmad, on November 3, 2025, issued notices to Jhansi Development Authority and other authorities concerned.

The applicants, appearing in person, alleged that large portions of land earlier earmarked for a regional park and open spaces in the Jhansi Master Plan 2021 specifically 208.10 hectares across Janpad Simrdha, Nayagaon, and Lehargird have been reclassified as residential zones in the revised Jhansi Master Plan 2031. They further contended that even 44.65 hectares of submerged land have been shown as residential, leading to unauthorized construction activities on floodplains.

Taking note of the “substantial environmental issue” regarding the protection of reserved green areas and floodplains, the Bench directed issuance of notices to all respondents, including the Jhansi Development Authority and other authorities concerned. The respondents have been asked to file responses, with the matter listed next for hearing on January 28, 2026.
