Outer Temple Chambers has announced the appointment of Ian Johnston and Aditya Swarup as Professional Associates, further strengthening its international presence and expertise.

The Chambers has announced joining of Ian Johnston, following his second stint as Chief Executive of the Dubai Financial Services Authority (DFSA). Mr Johnston brings extensive experience in financial regulation, governance, and policy, having served as DFSA Chief Executive and Board Member from 2022–2025 and 2012–2018, after joining the authority in 2006. He has also held senior roles within the global financial sector, most recently serving as Vice Chair of the Africa and Middle East Regional Committee of the International Organization of Securities Commissions (IOSCO) and as an IOSCO Board Member. In 2026, he joins the Board of Trustees of the International Valuation Standards Council.

Aditya Swarup joins after building a successful counsel practice in India over the past decade, specialising in commercial arbitration, litigation, and infrastructure disputes. He has appeared in arbitrations in India and internationally under SIAC, UNCITRAL, and ICC Rules. Called to the Bar of England & Wales in March 2026, Mr Swarup is among a small number of dual-qualified counsel practising from India and is regularly instructed by leading Indian and international law firms. Mr Swarup is also a Rhodes Scholar.
