Plastic Waste Rules 2026 Notified: Centre Mandates Higher Recycled Content, Tightens Compliance Norms

The Ministry of Environment, Forest and Climate Change has notified the Plastic Waste Management (Amendment) Rules, 2026, introducing significant changes to strengthen plastic waste regulation and promote circular economy practices.

The amendment revises key definitions, expands the scope of enforcement, and imposes stricter obligations on producers, importers, and brand owners regarding plastic waste management and recycling.

A major highlight of the amendment is the introduction of graded targets for mandatory use of recycled plastic content in packaging. As reflected in the table on page 4 of the notification, producers are required to increase recycled plastic usage progressively from 30% in 2025-26 to 60% by 2028-29 for certain categories of plastic packaging, with similar targets prescribed for other categories.

The rules also mandate that all recycled plastic packaging comply with Indian Standard IS 14534:2023 and carry appropriate labelling indicating recycled content. Additionally, stricter reporting and verification mechanisms have been introduced, including the requirement for annual disclosures on a Centralised online portal developed by the Central Pollution Control Board (CPCB).

Further, the amendment expands the definition of “end-of-life disposal” to include energy recovery processes such as co-processing in cement and steel industries, waste-to-energy, and waste-to-oil conversion, while distinguishing such processes from recycling.

To strengthen enforcement, local bodies, gram panchayats, and district authorities have been empowered to regulate plastic use and ensure compliance within their jurisdictions. The rules also provide for the constitution of State-level monitoring committees headed by senior officials to oversee implementation.
