PUCL moves Supreme Court against ECI’s Special Electoral Roll Revision in Bihar

People’s Union for Civil Liberties (PUCL) has filed a writ petition in the Supreme Court under Article 32 challenging the Election Commission of India’s (ECI) order dated June 24, 2025, directing a Special Intensive Revision (SIR) of electoral rolls in Bihar.

The petition argues that the ECI’s revised procedures deviate from statutory rules under the Representation of the People Act, 1950, and the Registration of Electors Rules, 1960. It alleges that the new requirements shift the burden of proof of citizenship onto voters, disproportionately affect marginalized communities, and violate Articles 14, 19, and 21 of the Constitution.

The petition seeks judicial intervention to stay the ongoing SIR process, citing lack of legislative basis, compressed timelines, and risk of large-scale voter disenfranchisement.

The writ petition has been filed through Advocate Talha Rahman and has been drawn by Advocates Shahrukh Alam and Shantanu Singh.
