The Supreme Court has directed the Central Bureau of Investigation (CBI) to conduct a preliminary inquiry into allegations concerning the award of public contracts in Arunachal Pradesh to firms allegedly linked to Chief Minister Pema Khandu and his family members.
A Bench led by Justice Vikram Nath passed the directions while hearing a plea raising concerns over alleged irregularities in the allotment and execution of development contracts. During the hearing, the Court sought clarity on the scope of allegations, remarking, “What do you expect Mr Bhushan? Let us see your assessment.”
Issuing detailed directions, the Court ordered the CBI to register a preliminary inquiry and examine the award and execution of contracts during the period from November 2015 to 2025. The probe will specifically scrutinise contracts awarded to respondent entities identified in the proceedings, while also allowing the agency the discretion to look into transactions beyond the specified timeframe if necessary.
To facilitate the inquiry, the Court directed the State Government to extend full cooperation within one week. The Chief Secretary has been tasked with appointing a nodal officer to coordinate with the CBI and ensure timely sharing of all relevant records.
The Court further directed the CBI to submit a status report within 16 weeks indicating whether the findings warrant registration of a regular case and a full-fledged investigation.
