Supreme Court Directs UPSC to Improve Accessibility for Disabled Aspirants, Allows Change of Scribe Before Exams

UPSC Accessibility Directions

The Supreme Court on Wednesday issued key directions to the Union Public Service Commission (UPSC) to enhance accessibility for persons with disabilities, including permitting candidates to change the name of their scribe within a reasonable period before the examination. The order was delivered by a Bench of Justices Vikram Nath and Sandeep Mehta while hearing a petition filed by Mission Accessibility.

The Court also directed the UPSC to ensure full screen-reader compatibility across its online platforms and to file a compliance affidavit detailing steps taken before the next hearing on February 16.

On the issue of screen-reader access, the UPSC sought time to examine feasibility, while the Union Government confirmed that the Civil Services Examination Rules already permit PwD candidates to opt for a scribe.

The matter will be taken up next in February for monitoring compliance with the Court’s latest directions.
