Is Delhi Commission for Women Not An ‘Industry’ under ID Act? Delhi HC Issues Notice in Plea Against Labour Court Order

Muneera v. Delhi Commission for Women & Anr. [Decided on 09-09-2026]

Justice Mini Pushkarna

In a couple of writ petitions filed before the Delhi High Court to challenge an award dated 16-12-2025 passed in the petitioners’ matters by the Presiding Officer, Labour Court-IX, Rouse Avenue District Court, New Delhi, a Single Judge Bench of Justice Mini Pushkarna issued notice to the respondents.

The claim of the petitioners was dismissed by the Labour Court on the ground that the Delhi Commission for Women does not classify as an ‘industry’ within the meaning of Section 2(j) of the Industrial Disputes Act, 1947 (ID Act). The petitioner submitted before the Court that the Madhya Pradesh State Women’s Commission had been held to be an industry.

Hence, the Court issued notice to the Delhi Commission for Women and other respondents with a direction to file a reply within four weeks.

The matter will now be listed on 22-01-2027.
