Delhi High Court Suspends DHJS Officer Vinay Singhal Pending Contemplated Disciplinary Proceedings

The Delhi High Court has placed Mr. Vinay Singhal, an officer of the Delhi Higher Judicial Service (DHJS), under suspension with immediate effect pending contemplated disciplinary proceedings.

In an order dated July 10, 2026, the High Court stated that disciplinary proceedings against Mr. Singhal are under contemplation. Exercising its powers under Rule 3(1)(a) of the All India Services (Discipline and Appeal) Rules, 1969, read with Rule 27 of the Delhi Higher Judicial Service Rules, 1970, the Court directed that he be placed under suspension with immediate effect.

The Court further directed that, during the period of suspension, Mr. Singhal’s headquarters shall remain the office of the Principal District & Sessions Judge (Headquarters), Tis Hazari Courts, Delhi. He has also been restrained from leaving Delhi without obtaining prior permission from the competent authority.

The order additionally provides that Mr. Singhal shall be entitled to subsistence allowance and other admissible allowances during the period of suspension, in accordance with the applicable service rules.
