Centre Proposes Lower All India Tourist Permit Fees; Draft Rules Seek Relaxation for Green-Fuel Vehicles

The Ministry of Road Transport and Highways has proposed the All India Tourist Vehicles (Permit) (Second Amendment) Rules, 2026, seeking to amend the All India Tourist Vehicles (Permit) Rules, 2023. The draft has been published for public objections and suggestions, which may be submitted within 30 days.

The proposed amendments reduce the prescribed permit amounts from ₹20,000 to ₹15,000, ₹30,000 to ₹22,500, ₹80,000 to ₹60,000, and ₹3 lakh to ₹2.25 lakh, respectively.

The draft also expands the category of alternative-fuel tourist vehicles by replacing the existing reference to vehicles running on methanol or ethanol with vehicles exclusively driven on hydrogen, methanol, ethanol or natural gas.

Further, battery-operated tourist vehicles and vehicles exclusively driven on natural gas or hydrogen may be granted an All India Tourist Permit after completing 15 years, subject to obtaining a fitness certificate from an automated testing station within 15 days before applying for the permit. However, diesel vehicles registered in the National Capital Territory of Delhi will not be eligible for an All India Tourist Permit after completing 10 years from first registration.

The draft also clarifies that an All India Tourist Permit is to be used for a tourist vehicle as a whole for transporting a tourist or group of tourists along with their personal luggage.
