The Delhi High Court, comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia, has sought a detailed status report from the Delhi Government on the steps being taken to make a super specialty block of a hospital functional, including recruitment and outsourcing of manpower.
The Court was informed that the Health and Family Welfare Department had, on July 29, 2026, accorded approval for creation of 17 posts for the hospital. The Court directed that the recruitment process against these posts be taken up expeditiously, with the possibility of completing the process through the UPSC and the Staff Selection Board, as applicable.
The Bench was also informed that the competent authorities had permitted outsourcing of 1,318 posts to meet the immediate manpower requirements of the hospital. However, the tendering process had not yet commenced for want of model tender documents. The Court was further informed that tendering for security, sanitation, administrative, paramedical and supporting staff was under process before the Directorate General of Health Services and the Integrated Finance Division of the Department of Expenditure.
During the hearing, the Bench questioned whether the steps outlined by the authorities were actually aimed at making the hospital functional, observing that the status report did not clearly indicate the manner in which the super specialty block would be made operational.
The Court noted that while the Principal of the concerned medical college had stated that the super specialty block could commence functioning with the available human resources, additional manpower would still be required. The Bench observed that even if the hospital were to commence operations immediately, recruitment of the required personnel would take considerable time and directed the authorities to expedite the process.
The Court has directed the Delhi Government to file a detailed status report explaining the manner in which the super specialty block would be made functional, along with an update on recruitment against the 17 sanctioned posts and the outsourcing process for the remaining manpower.
The matter is next listed on Wednesday, when the status report is to be placed before the Court.
