The Monsoon Session of Parliament commenced on Monday (July 20) but witnessed a turbulent start, with proceedings in the Lok Sabha disrupted amid Opposition protests over issues including NEET-UG paper leak. The session is scheduled to continue till August 13 with 19 sittings.
Key Bills on the Government’s Agenda
● Income-tax (Amendment) Bill, 2026 – Seeks to replace the Income-tax (Amendment) Ordinance, 2026, and provide tax exemptions to specified foreign institutional investors and the Bank for International Settlements on earnings from government securities.
● Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 – Proposes to strengthen the mechanism for addressing delayed payments to MSMEs, provide for enforcement of arbitral awards, and empower States in determining the composition of MSME Facilitation Councils.
● Registration of Births and Deaths (Amendment) Bill, 2026 – Seeks to make provisions relating to delayed registration under the Registration of Births and Deaths Act, 1969, more stringent.
● Supreme Court (Number of Judges) Amendment Bill, 2026 – Proposes increasing the sanctioned strength of Supreme Court judges (excluding the Chief Justice of India) from 33 to 37 to address mounting pendency.
● Prevention of Insults to National Honour (Amendment) Bill, 2026 – Seeks to amend the 1971 law relating to offences involving the National Flag, National Anthem and other symbols of national honour.
Pending Bills for Consideration
● Foreign Contribution (Regulation) Amendment Bill, 2026 – Proposes a framework for supervising, managing and disposing of foreign contributions and assets of organisations whose FCRA registration has ceased, while reducing the maximum punishment for certain violations from five years’ imprisonment to one year.
● Viksit Bharat Shiksha Adhishthan Bill, 2025 – Seeks to establish a single higher education regulator by replacing the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE). The Bill is currently pending after being referred to a Joint Parliamentary Committee.
