The National Human Rights Commission (NHRC), India has taken suo motu cognizance of disturbing media reports alleging police inaction on repeated life threats issued to a minor gang-rape survivor in Khurja city, Bulandshahr district, Uttar Pradesh. The threats reportedly continued even after four of the six accused were arrested in connection with the assault.
According to the report dated 15 November 2025, the survivor was subjected to sexual assault over two days in June 2025 by six perpetrators. An FIR was lodged on 10 June 2025 at the Khurja Police Station, following which four accused were arrested and remanded to judicial custody, while the remaining two absconded. Despite the survivor filing multiple complaints regarding ongoing death threats, no action was taken by the local police.
The media report further states that when the minor attempted to meet the Deputy Inspector General (DIG) of Meerut Division to narrate her ordeal, police personnel allegedly tried to prevent her. The DIG eventually heard her, ordered an inquiry, and attached the Station House Officer (SHO) of Khurja Police Station to the police lines on grounds of negligence.
Taking cognizance of the gravity of the allegations, the NHRC observed that the reported facts, if true, indicate serious violations of the survivor’s human rights. The Commission has therefore issued a notice to the Director General of Police, Uttar Pradesh, seeking a detailed report on the matter within two weeks.
The NHRC has emphasised the need for a transparent inquiry and immediate corrective measures to ensure the safety and protection of the survivor.
