The Supreme Court on Thursday dismissed Lawyers Foundation’s challenge against the Bombay High Court order dismissing its PIL concerning the University of Mumbai’s decision to reduce student intake in affiliated law colleges.
The bench of Chief Justice Surya Kant, Justice Joymalya Bagchi and Justice V Mohana set aside the ₹1 lakh costs imposed on the petitioner.
The Bench took a lenient view of the matter in view of the assurance given by the petitioner that it would not engage in filing such frivolous petitions in future. The Court accordingly modified paragraph 7 of the impugned order to the limited extent of the imposition of costs.

“In view of the assurance made by the petitioner that they won’t be engaged in filing such frivolous petition, we take a lenient view in modifying para 7 of the impugned order to the extent of imposition of cost of Rs. 1 lakh by the High Court. Consequently, SLP is dismissed and order for cost is set aside.”
The Bombay High Court had dismissed the PIL on July 29, 2026 and imposed the ₹1 lakh cost after finding that the petition challenging the University of Mumbai’s action appeared to be a proxy litigation.
