The Bar Council of India (BCI) has directed NALSAR University of Law, Hyderabad, to furnish an authenticated factual report concerning an alleged organised campaign relating to the proposed participation/invitation of Chief Justice of India Justice Surya Kant at the university’s Convocation.

The BCI has asked the Vice-Chancellor to identify persons who were principally involved in initiating, organising, coordinating or mobilising the campaign, including those involved in drafting or circulating representations, organising meetings, coordinating participation, communicating with the media, or mobilising calls for boycott or disruption. The University has been directed to submit the report within three days.

The communication further directs all State Bar Councils not to enrol any student of NALSAR University of Law who obtained a law degree in 2026 as an Advocate until further orders. The BCI clarified that participation in the representation or campaign, by itself, does not presently amount to disqualification from enrolment; however, where an individual’s conduct is under statutory examination, enrolment may be deferred to preserve the integrity of the statutory process.

The BCI has also directed State Bar Councils to defer enrolment where names are specifically communicated by it for inquiry and has emphasised that any final adverse decision must comply with the Advocates Act, 1961, applicable Rules and principles of natural justice.

The BCI has stated that it will take a final decision on August 19, 2026, after receiving the report from the NALSAR Vice-Chancellor.
