The Delhi High Court has permitted medical graduates who had lost or misplaced their previous NEET-UG scorecards to apply for the Foreign Medical Graduate Examination (FMGE) scheduled for October 31, 2026, while directing the National Testing Agency (NTA) to issue duplicate scorecards within seven days of receiving complete applications.

Justice Jasmeet Singh was hearing a batch of petitions filed by medical graduates whose FMGE applications remained incomplete due to the absence of their NEET-UG scorecards. The Court noted that the candidates were required to submit their FMGE applications by September 25, while deficiencies in documents could be rectified until October 21.

Taking note of an NTA office memorandum prescribing the procedure for obtaining duplicate scorecards, the Court recorded that the requirement of an FIR/lost-article report and attestation of photographs by a Gazetted Officer or Head of Institution would not be insisted upon for the present petitioners.

The Court directed the petitioners to submit a prescribed application, self-attested affidavit, photographs, identity documents, details regarding their admit card/registration slip, proof of payment and indemnity-cum-affidavit. The petitioners were permitted to pay the prescribed fee through NEFT instead of Demand Draft.

The applications, along with the requisite documents, are to be submitted to NTA within seven days, following which the scorecards are to be generated within a further seven days. The Court also permitted the petitioners to apply through the portal or email and directed that a letter expressing their desire to appear in the October 31 FMGE would be treated as a valid application.

The Court clarified that the directions apply only to the present petitioners and that, from the next examination onwards, the September 17, 2026 notification would apply in accordance with law.
