The Supreme Court on Wednesday directed the Vice-Chairman of the Ghaziabad Development Authority (GDA) to remain personally present before it and asked the Principal Secretary, Housing and Urban Development, Government of Uttar Pradesh, to join the next hearing virtually in a long-pending dispute concerning 1,600 homebuyers.
The matter concerns the stalled One City township project in Ghaziabad, where the Successful Resolution Applicant seeks directions to Ghaziabad Development Authority (GDA) to renew/revalidate the existing licence and building plans to facilitate implementation of the approved Resolution Plan and completion of the project for nearly 1,600 homebuyers.
A Bench of Justices J.B. Pardiwala and K. Vinod Chandran observed that the litigation had remained pending for nearly 19 years and that the interests of 1,600 homebuyers were at stake. Noting that the matter had already been heard at length on the previous day, the Court ordered that it be listed again on July 30, 2026.
The Bench directed the Principal Secretary, Housing and Urban Development, State of Uttar Pradesh, to join the proceedings online, while requiring Nand Kishore Kalal, Vice-Chairman of the Ghaziabad Development Authority, to remain personally present before the Court at 10:30 a.m. on the next date of hearing.
The Court further directed counsel appearing for the Ghaziabad Development Authority and the State to immediately communicate the order to their respective clients to ensure compliance.
The Bench also said that during the next hearing, the State Government and the Ghaziabad Development Authority must provide the Court with a “fair idea” regarding the applicable policy.
