A complaint was filed before the National Human Rights Commission (NHRC) alleging the gross violation of human rights of the Indian seafarers stranded in the Persian Gulf region amid escalating armed conflict due to administrative inaction, negligence, and failure of State authorities to ensure their safety and evacuation from a conflict zone.
It was asserted that maritime movement had been severely disrupted in the region due to heightened military tensions, resulting in hundreds of merchant vessels being immobilized in high-risk waters. The complainant alleged that nearly 700 vessels carrying approximately 20,000 crew members including nearly 2000 Indian nationals were stranded without safe passage and that the affected seafarers were exposed to life threatening conditions including missile activity as well as armed attacks in dangerously close proximity.
The complainant submitted that the present situation was a direct violation of Article 21 of the Constitution of India and that the inaction of the State authorities was violative of the principles enshrined under the Protection of Human Rights Act, 1993.
NHRC directed the present complaint to be transmitted to the authority concerned for appropriate action to be taken within 8 weeks and to inform the complainant of the action taken in the matter.
